Get Your Registration

If you work at HSE

You do not need a work visa to arrive in Russia

Step 1. Submit your documents for registration

Your registration is a confirmation of your lawful stay in Russia. You shall submit documents the next working day after crossing the border of the Russian Federation.

Every time you leave and enter Russiа, and receive a new migration card, you must apply for  new migration registration. If you have been registered in another city in Russia, please make sure that you again apply for your registration after your return to Moscow.

IF you are STAYING IN the HSE guesthouse

If you are staying at the HSE Guesthouse, its staff will assist you in applying for your registration at the local territorial office of the Russian Ministry of Internal Affairs.

To apply for your migration registration and obtain your registration slip, please contact the passport registration officer at the HSE Guesthouse. For further information about the documents necessary for obtaining the migration registration, please see the information below. 

IF you are STAYING IN A RENTED APARTMENT

If you are staying in a rented apartment, the apartment owner must apply for your registration at the local territorial office of the Russian Ministry of Internal Affairs, upon HSE’s request.

To register at your place of residence in a rented apartment, please:

1. Contact the apartment owner and ask him/her to arrange for your registration at the address of the rented apartment;

2. Check the website of the Central Office of the Russian Ministry of Internal Affairs in Moscow to find the address of the local office where you must apply for your registration;

3.Contact the HSE Visa and Registration Centre in advance and submit your application for HSE’s assistance at: Moscow, 11 Pokrovsky Boulevard, Building D, D005/D006; e-mail: visa-registration@hse.ru, tel.: +7 (495) 531-0063;

    Please apply for a request form from HSE (see the  "Where can I obtain a request form?" section below on this page).

4. Please contact the district migration desk where the rented apartment is located to obtain information in regards to the conditions and documents necessary in this particular district (i.e., a list of documents, office hours, contact persons, etc.,);

5. Prepare your documents and submit them at the migration desk. These documents must be submitted by the apartment owner.

What documents do I need for  migration registration?

Please submit the following documents:

  • a scanned copy of all pages in your passport with stamps, marks and visas (if you arrive using an ID card, please make a copy of both sides); 

*Citizens of Ukraine who arrive using their national (internal) passport, as well as citizens of Belarus, must attach a copy of the passport page containing a Russian translation.

*Citizens of Armenia must attach a copy of the passport page with a stamp specifying the approved period for their stay outside of Armenia.

  • a scanned copy of your migration card;
  •  a completed registration slip.

You must fill in both sides and print them on one page.

Please be kindly informed that the list of necessary documents may vary and it depends on the local territorial office where the documents will be submitted. To get the complete list of documents please contact the passport officer at the HSE Guesthouse, or  the local territorial office personally or with help of the landlord.

Pursuant to Russian legislation, foreign citizens who violate immigration regulations (i.e., the period established for migration registration) are subject to a fine of up to RUB 7,000 (seven thousand roubles) and may be deported from Russia on the basis of a court decision, with a further ban on entry into the Russian Federation for up to 3 years.

Step 2. Collect your registration

Your registration will be ready approximately within 3 working days upon submission of your documents.

You can collect your registration from the passport officer at the HSE Guesthouse, or your landlord can collect your registration from the local territorial office.

Please make sure you have your original registration slip on you at all times.

Step 3. Apply to extend your registration in advance.

Extension can be done only for CIS citizens (not HQS employees') to stay in Russia more than 90 days without leaving. Please submit your documents to extend your registration at least 20 working days prior to the expiry date of your current registration.(Extend Registration).

Please note that, pursuant to Russian legislation, foreign citizens who violate immigration regulations (i.e., have no valid registration) are subject to a fine of up to RUB 7,000 (seven thousand roubles) and may be deported from Russia on the basis of a court decision, with a further ban on entry into the Russian Federation for up to 3 years.

You arrive in Russia with a working visa

Step 1. Submit your documents for registration

Your registration is a confirmation of your lawful stay in Russia. Every time you leave and enter Russia, and receive a new migration card, you must apply for the migration registration. If you have been registered in another city in Russia, please make sure that you again apply for your registration after your return to Moscow. You shall submit documents the next working day after crossing the border of the Russian Federation.

If a foreign citizen has a HQS card, it’s necessary to submit a copy of it. If a foreign citizen has a HQS card he/she can apply for a migration registration within 90 days after arriving to Russia. In case a foreign citizen who has a HQS card has got a migration registration in another city of Russia and then has come to Moscow, he/she must apply for a new migration registration within 30 days.

IF you are STAYING at the hse guesthouse

If you are staying at the HSE Guesthouse, the staff will assist you in applying for your registration at the local territorial office of the Russian Ministry of Internal Affairs.

Step 3. Apply to extend your working visa and receive a new registration in advance

Please submit all documents required for extending your working visa to the HSE Visa and Migration Support Centre for Foreign Citizens at least 35 working days prior to the expiry date of your current visa.(Extend Visa).

After you receive a new visa, please immediately apply for a new registration at your place of residence. If you are staying at the HSE Guesthouse, please contact the passport officer. If you live in a rented apartment, please ask your landlord to register you. For further information, please visit this page.

Where can I obtain a registration application form?

To obtain a registration application form issued by HSE University, please submit an application to the Visa and Registration Centre by e-mail visa-registration@hse.ru. Your application will be processed within 3 working days. As soon as the registration application form is ready, you will be notified by e-mail.

If you have lost your migration card

A foreign citizen who has lost his/her migration card cannot stay in Russia longer than 3 days. Your migration card must be restored.

Please note that this process can take from 5 to 14 days.

Step 1

Apply for a certificate of loss (“spravka ob utere dokumenta”/ «справка об утере документа» in Russian) at any nearest police station.

Step 2

Obtain a certificate of loss.

Step 3

Submit all required documents (passport, registration and certificate of loss from the police) to the regional Migration Office where your registration was made.

Step 4

Obtain a duplicate of your migration card.

What should I do if I have lost my registration slip (but still have my migration card)?

Step 1

You will need your passport, a copy of your passport, your migration card and its copy in order to restore your registration slip.

Step 2

Please submit these documents to the place where you were registered (to the relevant passport officer, if you are staying in a dormitory/HSE Guesthouse, or to the local territorial office of the Russian Ministry of Internal Affairs, if you are staying in a rented apartment).

Step 3

Collect the duplicate of your registration slip (from the passport officer at your dormitory/HSE Guesthouse, or at the local territorial office of the Russian Ministry of Internal Affairs, if you staying in a rented apartment).
