Starting September 1, 2026, new rules for the medical examination of foreign citizens will come into force in Russia. The main change is the reduction of the medical examination deadline from 90 to 30 calendar days from the date of entry into the Russian Federation. This applies to foreigners arriving in the country for study, work, or other purposes for a period exceeding 90 days.

Penalties for Non-Compliance

Evasion of the medical examination will carry administrative liability under the new Article 18.11.1 of the Code of Administrative Offences of the Russian Federation (CoAO RF). Violators will face a fine ranging from 25,000 to 50,000 rubles, along with potential administrative deportation from the Russian Federation.

The initiative aims to strengthen control over migration flows, increase public safety, and improve the sanitary and epidemiological situation in the country.

Rules for Renewing Existing Certificates

Foreign citizens who already hold valid medical certificates are required to undergo a repeat medical examination 30 days before their certificates expire. Medical certificates remain valid for exactly 1 year. This validity period is unaffected by the number of times you enter or leave the Russian Federation.
