The 'Gosuslugi RuID' app to become mandatory for visa-free foreign citizens starting July 1, 2026
Effective July 1, 2026, a new rule requires all visa-free foreign citizens to use the "Gosuslugi RuID" mobile app when entering Russia. Applications must be submitted at least 72 hours before arrival. Exemptions apply to Belarusian citizens, children under 6, diplomats, service passport holders, and official delegation members.
Starting July 1, 2026, all foreign citizens entering Russia visa-free will be required to use the "Gosuslugi RuID" mobile application.

Rule Exemptions
The following categories of foreign citizens are exempt from installing the app and submitting the application:
- Citizens of the Republic of Belarus
- Children under 6 years old (regardless of citizenship)
- Foreigners entering with a Russian visa
- Diplomats, service passport holders, staff of internationally accredited organizations (and their missions) in Russia, and their family members
- Official delegation members entering Russia for official duties
All other foreign citizens arriving from visa-free countries (including CIS and EAEU member states) must use the application.
How to Avoid Issues When Entering Russia
To ensure a smooth entry without delays, please keep these critical points in mind:
- Passport Validity: Your passport must be valid for at least 6 months from your date of entry into Russia.
- Gosuslugi Portal or App Technical Issues: The portal and app may experience high traffic during peak periods, which could require additional identity verification. We recommend that you:
- Register on the Gosuslugi portal well in advance.
- Install the "Gosuslugi RuID" app early, rather than at the last minute.
- Application Deadline: You must submit your application at least 72 hours before entry. Spontaneous trips without prior registration may result in border issues.
- Data Errors: Any inaccuracy (e.g., incorrect date of birth or passport number) will result in a denial of entry. Double-check all filled fields thoroughly before submitting.
- Border App Access Issues: If you lose access to your smartphone or cellular connection, print out your received QR code on paper in high quality.
