What to Do if You Have Lost Your Documents…

If you have lost your migration card

Step 1. On the day you find out that you’ve lost your migration card, go to the nearest police station and report its loss. If you are residing in a dormitory or hotel, inform the passport officer/receptionist that you have lost this document. If you are residing in a rented apartment, inform your landlord about this.

If you don’t speak Russian, ask somebody who does to accompany you to the police station and help with translation, as well as filling in a police report.

Step 2. After signing the report, the duty officer will inform you when you can receive a lost property reference number (you must go to the police station to collect this document).

Step 3. On the day you receive the document with a reference number, you must visit the local migration office of the Russian Ministry of Internal Affairs (MIA) for the area where you reside. You can get the address from your dormitory’s passport officer, hotel receptionist or apartment owner (or by checking this link).

Prepare the following documents:

1) the document with the lost property reference number collected earlier from the police station;

2) your passport and copies of its pages;

3) registration slip and a copy of it.

The migration officers of the MIA will take your fingerprints and inform you about the date when you can pick up your replacement migration card.

Step 4. On the appointed day, visit the migration office of the MIA and pick up your new migration card.

Step 5. Prepare and submit documents for the issue of a new registration slip with the passport officer of your dormitory, hotel receptionist or landlord.

If you have lost your registration slip

 

Step 1. On the day when you find out that you have lost your registration slip, immediately inform the passport officer if you reside at a dormitory; receptionist - if at a hotel; landlord - if living in a rented apartment.

Step 2. Together with the passport officer, hotel receptionist or apartment landlord, go to the migration office of the Ministry of Internal Affairs (MIA) for the area where you reside.

Prepare the following documents:

- the document with the lost property reference number collected earlier from the police station;

- your passport and copies of its pages;

- your migration card and its copy.

 

If you have lost your passport with a Russian visa

Step 1. On the day you find out that you have lost your passport, go to the nearest police station. If you are residing in a dormitory or hotel, inform the passport officer/receptionist. If you are residing in a rented apartment, inform your landlord.

If you don’t speak Russian, ask somebody who does to accompany you to the police station and help with translation, as well as filling in a police report.

Step 2. After signing the document, the duty officer will inform you when you can receive a lost property reference number (you must go to the police station to collect this document).

Step 3. On the day you receive the document with a reference number, go to the consular section of the embassy of the country of your citizenship to apply for a new passport.

As your documents for a new passport are being processed at the consular section of your embassy, you will be provided with a temporary ID. Information about the timeframe for your passport’s issue should be checked with the consular official dealing with your case.

Step 4. After receiving your new passport, make sure you also get a document from the embassy confirming the actual date when you were issued a new passport, then:

4.1. Inform immediately:

- the manager of your programme office;

- Visa and Registration Centre;

- if you reside in a dormitory - passport officer; hotel – receptionist; private apartment – landlord.

4.2. To have your visa transferred into the new passport, you need to prepare and submit the same set of documents as for visa etxension to the HSE University’s Visa and Registration Centre (including the confirmation certificate from the embassy on the date of your new passport issuance).

Important: The visa transfer should be completed before the expiration of the term of the visa in your lost passport. You should apply for it not later than 3 days from the date you got your new passport.

4.3. Visit your dormitory’s passport office, hotel receptionist, or landlord in order to obtain a new registration slip after the transfer of your visa into the new passport.

If you have lost your passport (visa-free entry)

Step 1. On the day you find out that you have lost your passport, go to the nearest police station. If you are residing in a dormitory or hotel, inform the passport officer/receptionist. If you are residing in a rented apartment, inform your landlord.

If you don’t speak Russian, ask somebody who does to accompany you to the police station and help with translation, as well as filling in a police report.

Step 2. After filling in your report, the duty officer will tell you when you can receive a lost property reference number (you must go to the police station to obtain this document).

Step 3. On the day you receive the reference number, go to the consular section of the embassy of your country of permanent residence in order to get your new passport issued.

As your new passport is being issued at the consular section of your embassy, you will be provided with a temporary ID. Information about the timeframe for your passport’s issue should be specified by the consular official dealing with your case.

Step 4. After receiving your new passport:

4.1. Inform the following:

- the manager of your programme office;

- HSE University’s Visa and Registration Centre.

4.2. Within 3 working days after you receive your new passport, contact your dormitory’s passport officer, hotel receptionist, or landlord in order to obtain a new registration slip.
