Highly Qualified Specialists: Visa

1. What do I need to know about visa extension?

1. Your passport (and passports of your family members if they travelled with you):

  • must be valid for at least 18 months from the start of the proposed employment agreement (e.g., September 1, 2021 + 18 months = February 28, 2023). If the validity of your passport expires sooner than the term of the agreement, the visa will be issued for a period shorter by six months;
  • it is desirable that your passport be valid for another six months from the date of the expected expiration of the employment agreement (e.g., August 31, 2024 + 6 months = February 28, 2025).

2. When receiving your new passport, please contact the Office of Human Resources in advance to clarify the procedure. To transfer your visa to the new passport, an addendum to the employment or independent contractor agreement will be required.

3. If your employment agreement ends after your visa expires, then you will need to extend your visa and receive a new registration slip.

4. Submission of documents for visa extension occurs no earlier than three months and no later than 30 calendar days before your visa expires. Extended visas are issued by the Ministry of Internal Affairs of the Russian Federation within 21 calendar days.

5. Visas can be extended for a maximum of three calendar years at a time and within the timeframe of your agreement. If the validity of your passport is not sufficient to grant a visa for the entire period of validity of the employment or independent contractor agreement, then the visa will expire six months before the validity of the passport runs out.

3. What should I do while waiting for a visa?

Visa processing normally takes about 30 calendar days. During this time, we recommend preparing documents for the extension of registration with the migration authorities. After receiving your new visa, you will have only three working days to apply for the extension of the registration slip. Find out from the apartment owner in advance what documents are required to extend the migration registration.

How will I know that my visa is ready?

You will receive a notification via your corporate e-mail. If you specified a different address, check your spam folder. You can also find out whether your visa is ready by sending a request to visa-registration@hse.ru and indicating your full name, citizenship, and the approximate date of submission of documents for the visa extension.

What should I do when I receive a notification that my visa is ready?

Bring your passport to the Visa and Registration Centre within the period specified in the e-mail. The passport will be kept by the Visa and Registration Centre from one to three working days. You will be informed when your passport may be collected. Try to pick it up on the appointed day. Until you have your passport, have a copy of its first page and the page with a valid visa with you.

2. What documents should I submit for a visa extension?

The Visa and Registration Centre submits original passports to the Ministry of Internal Affairs twice – when submitting documents for a visa extension and for putting a visa sticker in a passport. In both cases, the passport is required for up to three calendar days, so make sure that during this time you have copies of the first page of your passport (the biopage) and a page with a valid visa.

The list of documents:

1. A passport valid for at least 18 months as of the date of the submission of documents for a visa extension. It must also have at least four pages for a new visa, as well as entry and exit stamps. If your passport does not have enough blank pages, you need to get a new passport.

2. Receipt for payment of state duty/payment order;

Find out from the host subdivision whether the University will cover the state duty:

•    If yes, contact the host subdivision coordinator;

•    If no, contact the Visa and Registration Centre by e-mail visa-registration@hse.ru.

3. Copies (passport, migration card, registration slip (both sides));

4. A photo;

You can use a previously taken or a new 3.5 x 4.5 cm colour one against a white background.

5. A copy of the employment or independent contractor agreement, certified by the Office of Human Resources.

Contact the HR Office and request a copy of the document. Please be aware that processing can take up to five working days.

6. Work permit and its copy;

7. Visa application.

If you entered Russia with your family members, their visa extension documents must be submitted along with yours.

To do this, all accompanying family members are required to submit the following documents:

1. Original and copy of passports for each family member and employee (pages with a photo and passport validity period);

2. Copies of the family members’ and employee's visa;

3. Original and copy of registration slips of a family member and employee (both sides);

4. Original and copy of the migration card of a family member;

5. Photo of each family member - 3.5x4.5 cm, colour;

6. Receipt for state duty payment/payment order.

Find out from the host subdivision whether the University covers the state duty:

•    If yes, contact the host subdivision coordinator.

•    If no, contact the Visa and Registration Centre by e-mail visa-registration@hse.ru.

7. A copy of your employment or independent contractor agreement, certified by the Office of Human Resources;

8. Copy of your work permit (for highly qualified specialists);

9. Notarized copy or original marriage or birth certificate.

4. I received my new visa, what should I do next?

Check your personal data carefully, e.g., compare the personal data on the new and old visas, or refer to this visa sample. If you find a mistake in your visa, immediately contact the Visa and Registration Centre.

Within three days from the date the visa was placed in your passport, you (and accompanying family members) must submit documents for the extension of the migration registration. This procedure may differ depending on where you reside.

I reside in an apartment

With a new visa and documents prepared in advance (copies of a passport with a new visa, migration card, registration slip) contact the owner of the apartment. The owner of the apartment may refer to these instructions. Ask them when to pick up the new migration registration. Refer to this sample to check it.

If you find a mistake in the registration slip, contact the owner of the apartment, indicate the error, and ask for a document replacement. You will receive a new migration registration within a few days. Until then, keep the slip with the error with you.

I stay in a hotel

To extend the migration registration, contact the hotel receptionist who will process a migration registration. Specify when the new migration registration can be received. Refer to this sample to check it.

If you find a mistake in your registration slip, please contact the hotel receptionist, pointing out the error, and ask for a document replacement. You will receive a new registration slip within a few days. Until then, keep the slip with the error with you.
